World #Quran Convention: From recitation to implementation — Elevating the Quran as blueprint for governance

KUALA LUMPUR — The World #QuranConvention 2025 opened with a powerful call for the ummah to elevate the Quran from mere recitation and reflection to its rightful role as a living manual for policymaking, governance and economic renewal.

Held at the Perdana Hall, Investment, Trade and Industry Ministry, here, the two-day the convention which started yesterday brought together international scholars, economists, policymakers and thought leaders to examine how Surah Al-Saff provides actionable guidance for the moral challenges facing the modern world.

Delivering the keynote on its first day, Selangor Menteri Besar Datuk Seri Amirudin Shari said this year’s gathering marks a “more organised long-term planning commitment”, signalling a shift from annual thematic discussions to a decade-long structured effort.

“This time, it is not just about selecting a surah each year. We now have a structured plan to introduce concepts, values and a deeper understanding of the Quran to society over the next decade.

“Returning to the Quran and Sunnah is not a slogan. It must be practised, from policy level right down to daily life. Even if certain policies are not yet in place, these values must first be lived by the people,” he said.

The programme featured insights from leading voices including Bayyinah Institute founder Nouman Ali Khan, Oxford Intellect chief executive officer Dr Imran Alvi, and Warisan Ummah Ikhlas Foundation chief content officer Fazrul Ismail.

Malaysian experts such as Syariah and finance scholar Dr Zaharuddin Abd Rahman, business leader Tan Sri Syed Zainal Abidin Syed Mohamed Tahir and corporate strategist Raja Azmi Raja Nazuddin further enriched the discourse.

Throughout the sessions, speakers highlighted that Quran-inspired economics provides a moral alternative to global inequities, exploitation and failures of governance.

They emphasised that true development must rest upon justice, transparency and human dignity, turning economic progress into an ethical mission rooted in amanah and divine accountability.

Day 1 also unveiled the #Saff12Movement, a framework that organises the ummah’s collective responsibilities across twelve social and economic sectors.

The initiative seeks to translate Quranic values into practical collaboration in governance, finance, education, innovation, environment and women’s empowerment, a move from inspiration towards structured implementation.

Organisers described the two-day convention as part of a broader movement urging Muslim leaders and institutions to embed Quranic values across business, policymaking and community building.

The goal, they said, is to nurture a renewed Islamic economic civilisation anchored in justice, compassion and strategic unity.
