Starting Jan 1, 2026, Malaysians aged 30 and below will officially be considered as “youth” under the law.

This is a big change because the current youth age cap is 40 years old.

The new ruling will lower it to 30 years old, as stated under the Youth Societies and Youth Development (Amendment) Act 2019 (Act A1602).

No extension, says Hannah Yeoh

Youth and Sports Minister Hannah Yeoh confirmed there will be no further postponements, even though some youth organisations had asked for extra time.

“Malaysian Youth Council (MBM) raised concerns at the National Youth Consultative Council (MPBN) meeting.

They said they’re not ready to implement the 30-year limit by 2026,” Hannah told reporters at the International Youth Centre (IYC), Cheras.

Instead, MBM had proposed to increase the age cap to 35, citing worries that rural youths would be affected.

Hannah explained that her ministry has already held several engagement sessions and provided funding to help organisations adjust.

“KBS will also present a paper to Cabinet to ensure other ministries offering youth-related programmes and aid are not affected by this change,” she said.

She clarified that this rule only applies to registered youth organisations.

The implementation had already been delayed twice before, and this agreement was made back in 2023.
