Three laws to be amended next year for MLFF toll system

KUALA LUMPUR: Three key laws will be amended next year to facilitate nationwide implementation of the multi-lane free-flow toll collection system.
Deputy Works Minister Datuk Seri Dr Ahmad Maslan identified the Federal Roads Act 1959, Road Transport Act 1987, and Malaysian Highway Authority Act 1980 as requiring amendments.
The proposed changes will address toll-evasion offences and establish enforcement mechanisms for the new system.
“MLFF is a toll system where vehicles simply drive through,” Ahmad explained during the Dewan Rakyat session.
“In the end, some may not pay, and that is why specific legislation is needed – as well as clarity on which agency will enforce it.”
He confirmed the Malaysian Highway Authority is most likely to assume enforcement responsibilities.
These legislative amendments represent key factors delaying MLFF implementation across Malaysia’s 33 highway concessionaires.
Responding to claims of RM3 billion government costs, Ahmad clarified the system is being implemented entirely by concessionaires.
“When the implementation is carried out entirely by concessionaires on a Business-to-Business basis, it does not involve any government expenditure,” he stated.
“Therefore, the alleged RM3 billion cost does not arise.”
The minister emphasized that motorists won’t face additional charges under the new system.
“We do not want road users who have enjoyed smooth traffic on the highways to suddenly end up stuck for hours at toll plazas,” he added. – Bernama
