Dr Sim: After big budget boost, maybe consider Sarawak’s formula for Borneo States next?

KUCHING, Oct 12: Deputy Premier Datuk Amar Dr Sim Kui Hian has welcomed the allocations under Budget 2026, describing them as a big boost for Sarawak, but hopes Putrajaya will next move beyond interim arrangements and consider Sarawak’s proposed formula for Borneo States’ special grant under Article 112D of the Federal Constitution.

He said the RM600 million announced in the latest budget is the interim special annual payment introduced last year under the Malaysia Agreement 1963 (MA63) framework, but Sarawak is seeking a long-term, formula-based mechanism as provided for under Article 112D to ensure fair and consistent allocations reflective of the State’s contribution to the nation.

“We hope the federal government will consider Sarawak’s proposed formula for the special grant, rather than keeping it as ‘interim’,” he said in a statement today.

Dr Sim emphasised that Sarawak has financially contributed enormously to Malaysia over the past 50 years and deserves to be given her rightful share so that the State is not left behind.

“It’s time for Malaysia to give back Sarawak her fair share so that we are not left behind, with 70 per cent of federal government clinics and hospitals in Sarawak in dilapidated condition which need RM17 billion to upgrade.

“West Malaysia has dilapidated facilities too, but not up to 70 per cent,” he pointed out.

Dr Sim also thanked Prime Minister Datuk Seri Anwar Ibrahim for expediting the implementation of the Sarawak Cancer Centre, saying it will not only ease the burden on patients who currently have to travel outside the State for treatment, but also recognise the contribution of local oncologists who are internationally respected yet choose to serve in Sarawak.

“Sarawak is unique—we have Formula 1 drivers but we drive ordinary cars,” he quipped, implying that Sarawak has world-class expertise but continues to operate with limited facilities and resources.

At the same time, Dr Sim said Sarawak must examine the details of the RM6 billion federal allocation for 2026, as previous allocations had included funding for ongoing projects rather than new ones.

He reiterated that under the leadership of Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, Sarawak will continue to strengthen its own revenue base through transformative and forward-looking initiatives to drive the State’s growth. — DayakDaily
