Communications Ministry unveils new funds, legal aid, and bankruptcy support to assist artists and ensure industry growth

KUALA LUMPUR: The Communications Ministry has announced a series of incentives aimed at safeguarding the welfare of professionals and ensuring the long-term sustainability of Malaysia’s creative industry.

Minister Datuk Fahmi Fadzil revealed several government initiatives, including a collaboration between FINAS and the Malaysian Department of Insolvency to alleviate financial burdens.

“For artists, their faces and voices are their most important assets,” Fahmi said, highlighting the need to protect these rights in the AI era.

He stated the government’s assistance extends beyond funding to include legal support for those facing bankruptcy.

A key initiative is the launch of the RM10 million Citra Fund, which will focus on developing content based on national identity.

The fund will support the production of feature films, documentaries, and short films to bolster local creative output.

Fahmi expressed confidence that the insolvency collaboration would help industry professionals get back on their feet.

He also welcomed a commitment from Minister Datuk Seri Azalina Othman Said to provide free legal aid mediation for contract disputes under RM250,000.

To attract international productions, the government has allocated RM300 million through the Filming Incentive in Malaysia (FIMI) scheme.

This five-year fund is expected to create more job opportunities for local artists and technical crews.

Fahmi has also directed FINAS to examine legal and copyright aspects related to artificial intelligence technology.

This review aims to protect artists from the challenges posed by AI-generated content that mimics their likeness or voice.

The minister emphasised the government’s ongoing commitment to supporting all workers within the creative and film sectors.

The announcements were made following the 2026 Seniman Symposium held in the capital.
