Bersatu, Muda sign CSA with Madani govt to back Budget 2027

BERSATU and Muda have signed a Confidence and Supply Agreement (CSA) with the Madani government, committing six Bersatu MPs to support Budget 2027 in return for constituency development allocations equal to those received by government MPs.

Bersatu president Tan Sri Muhyiddin Yassin said the agreement was signed at Parliament today, adding that institutional reforms were also discussed, including proposals to limit the prime minister’s tenure to two terms and separate the powers of the attorney-general.

“Six Bersatu MPs have signed the agreement, and we will support Budget 2027, which is currently being debated,” he told reporters after the signing ceremony.

Muhyiddin said the government had agreed to provide Bersatu MPs with the same constituency development allocations as government backbenchers.

Bersatu vice-president Datuk Seri Ahmad Faizal Azumu, Putrajaya MP Datuk Dr Radzi Jidin and Langkawi MP Datuk Mohd Suhaimi Abdullah were among those present at the ceremony.

Muda president Syed Saddiq Syed Abdul Rahman also signed the agreement, bringing the total number of signatories to seven.

The signing comes against the backdrop of continuing divisions within Bersatu, with 13 suspended MPs apparently left out of the arrangement.

Masjid Tanah MP Mas Ermieyati Samsudin, who was suspended from Bersatu for six years in March over alleged breaches of the party constitution and code of conduct, said the group had received no invitation to attend the ceremony.

“No invitation, no information. I think the 13 Bersatu MPs who were suspended were not called to attend the CSA signing ceremony,” she told Berita Harian.

Bersatu’s internal turmoil has also seen several MPs expelled from the party, including Larut MP Hamzah Zainudin, Machang MP Wan Ahmad Fayhsal Wan Ahmad Kamal, Gerik MP Fathul Huzir Ayob, Padang Rengas MP Azahari Hasan and Tasek Gelugor MP Wan Saiful Wan Jan.

The expelled lawmakers have since joined or backed Wawasan Negara, a party led by Hamzah and launched in June.

The CSA also comes ahead of the Melaka state election on Nov 14, although no direct link between the agreement and the polls has been established.

Under a confidence-and-supply arrangement, participating lawmakers agree to support a government on key matters, particularly budget legislation and confidence votes, without necessarily joining the administration.

In 2021, the government led by then prime minister Ismail Sabri Yaakob signed a Memorandum of Understanding on Transformation and Political Stability with the opposition bloc.

That agreement covered the Covid-19 recovery plan, administrative and parliamentary reforms, judicial independence, the Malaysia Agreement 1963 and the establishment of a steering committee. - October 29, 2026
