FIFA fines Israeli FA RM800,000 for anti-discrimination failures
FIFA fines Israel’s FA RM800,000 for failing to tackle systemic racism, citing persistent abuse by Beitar Jerusalem fans and a lack of anti-discrimination campaigns.

PARIS: FIFA has fined the Israeli Football Association (IFA) 150,000 Swiss francs (approximately RM800,000) for multiple breaches of its anti-discrimination obligations.

The world governing body’s disciplinary committee found the IFA failed to take meaningful action against Beitar Jerusalem for persistent and well-documented racist behaviour.

The investigation was initiated after a complaint from the Palestine Football Association in October 2024.

FIFA opted against suspending the IFA, as requested by the Palestinian body, but issued a formal warning alongside the financial penalty.

The committee’s report highlighted deficient and substantively inadequate sanctions against Beitar.

“Supporters have engaged in persistent and well-documented racist behaviour,” the report said of the club’s fans.

It cited the use of slogans like ‘forever pure’ and chants of ethnic slurs such as ‘terrorist’ directed at Arab players as part of a systemic pattern.

The committee stressed that Beitar was only a small example of a general failure by the IFA.

The association was also ordered to display a “significant and highly visible banner” against discrimination at its next three FIFA competition home matches.

One-third of the fine must be invested in implementing a plan to prevent repeated discriminatory incidents.

The report further criticised the IFA for failing to respond to political and militaristic messaging by league officials.

It noted the IFA has made no public statements condemning racism or launched any anti-discrimination campaigns.

The association has also not taken steps to foster inclusion of Arab or Palestinian players, according to the findings.

In a separate matter, FIFA announced no action would be taken against the IFA over Israeli clubs based in the occupied West Bank.

FIFA’s governance committee said the final legal status of the West Bank remains an unresolved and highly complex matter under international law.

This follows 2024 calls from UN experts for FIFA to address clubs playing in Israeli settlements, which are illegal under international law.

The experts urged FIFA to fulfil its responsibility to respect human rights, stating sport’s autonomy must not be detrimental to fundamental rights.
